Those words of the great Mahatma Gandhi exactly embody the mission of PSU’s Bachelor of Public Administration which is to serve and create a positive change in the community.

Bachelor of Public Administration provides quality education to help students who want to devote themselves in the field of public service and with civil society organizations and continues to develop public servants, leaders, and agents of change that will serve as the new face of government agencies, nonprofit organizations, and other institutions that serve the public sector. With the program’s maxim “Docendo Discimus”- By Teaching, We Learn, the BPA program adheres to excellent service delivery to our students through continuous development of our dynamic teaching force.

The Public Administration is a degree program that prepares people for careers in public administration and governance for public interests. It is also a foundation course for students who want to devote themselves in career in public service, in government, and civil society organizations.

The degree program shall be called the “Bachelor of Public Administration” (BPA) Program. Public Administration shall not be offered as a major field of any other degree program.

The BPA program is both an applied social science discipline and a field of management.

  1. Prepare its students for careers in public administration and governance for the public interest.
  2. Instruct its students in the organizational processes of the national government from the national or macro-level to local governments or the micro-level of public administration and the implementation of the government’s objectives into programs.
  3. Make students understand the behavior of individual who man the bureaucracy through academics, research and on-the-job training.
  4. Provide the country and civil society with administrators who are skilled in management including planning, implementation, monitoring human and material resource management.
  5. Groom future leaders imbued with ethical values for public service, accountability, nationalism, and sustainability.

Graduates of the BPA program are professionals who:

    1. Demonstrate knowledge and understanding of the theory and practice of public administration and good
    2. Respond to the imperatives and challenges of public service in the context of Philippine global
    3. Exhibit ethical values for public service, adherence to the principles of accountability, responsiveness, nationalism and
    4. Manifest sense of duty to promote and protect public interest especially for the depressed and the marginalized
    5. Utilize effective and efficient tools in management including planning, organizing, leading and controlling of human, material and resource management for government and civil society
    6. Engage in scientific, multidisciplinary and policy reseorch and decision-making initiatives.
